Cannot edit Value of Data Bar Condition

When you create a Condition and select Data Bar Condition, and then try to use "Value" or "Percentage" as the Minimum/Maximum for the Type row, you should be able to edit the Value fields. You can edit them ... but the actual value is never saved. When you hit OK, and then edit the condition again, the values are always reset to 0 and 100.

Similarly, when you add a Color Scale Condition, you can edit the Values for Percentage and Value, but when you hit OK, and then edit the condition again, the Value fields are disabled - but they should still be editable.
