auto shrinking text boxes

i have a report displaying addresses...

sometimes the second address line is blank.

so i want :

Recipient
AddressLine1
City, ST ZIP

and when AddressLine2 is not blank... i want:

Recipient
AddressLine1
AddressLine2
City, ST ZIP

i am attempting to use the "Can Shrink" and "Shift Mode" but the "Can Shrink" property seems to only effect blank lines on the end of the text string, and my blank lines are in the middle.

i have included a report file that shows both behaviors.

thanks for any ideas that will help me acheive the desired effect!
