WordWrap create empty line after export PDF

Please, specify did you try our latest prerelease build?
Please, read the How the Runtime Locates Assemblies article.
As you could read there the common language runtime check for Previously Referenced Assemblies and the Global Assembly Cache.
So you should remove ALL old assembles from your system.
Please, replace assemblies from GAC with latest ones and search all over your system for any other our assemblies.

yes, we used the latest prerelease build (from 27.7.) - we are sure, because there is "demo" wattermark on document.

We could reproduce your issue when Text Quality is Typographic.
When we set the Text Quality to Wysiwyg the problem is gone.

yes you are right - empty rows are away when we use Wysiwyg, but it still looks bad - rows are wraped in the middle of words. Look at attachement

your report used old mrt template (maybe i did not sent the last one) and there is possible to see empty row on page 10, 14 and 16. It means that text quality of Text12 is still set to Typographic, co please change it to Wysiwyg and try it again.
But true is that when i trying it in designer, it looks fine. The same result i get when i export to pdf from designer. Bad result i receive when i use our tool to generate pdfs - this tool uses your api.
