Floating panels

I have a fairly complex report that has data from different panels overlapping once there are too may players in one of the panels. I have tried docking the panels and setting the can grow properties but the panels seem to be fixed in size based on how big they are in the editor not the actual size of the databands. So I am ending up with lots of extra white space and over lapping data. I have done A bunch of these reports and this is the only time I havent been able to find some kind of work around.

Any help would be great,

I am trying to get the second set of panels to move up and down, grow bigger and smaller depending on how much data is in each. I have included some examples.
