Tool Editor Appears When it should not...

In the designer I have a report and then I click on the preview tab to show the preview. The Tool Editor Button is not visible - this is correct it should not be. Then I change the value in the zoom combo box (by using the combo box and not the + and - buttons). The Tool Editor Button appears. If I then select the Tool Editor Button it vanishes. Odd behaviour...
