two footerBand with one page

I have two footer band in my report :
for first ftBand1 ==> Print on :Except Last Page
for sec ftBand2 ==> Print on :Only Last Page
now when getting the report :
A)if the report has one page :
problem : in that page it prints ftBand2 and the ftBand1 is with gap(print gap before ftBand2) ?
How to solve the problem ?????
B) if have more than one page :
problem : first page is correct and ... But Last Page will behave same as Problem A !!!!!
