Export rtf with page break(\page) to pdf

I'm trying to export a rtf with page break (\ page) to pdf. The RTF has 2 page, but PDF export appears with only one page, not printing anything.

I made a winforms application to reproduce the problem is attached.
This application has the xml with the data used in the report and template. MRT

Any ideas on what might be wrong?
