EmptyBand on Panel or SubReport

Hello,

I have a problem with EmptyBand on Panel or SubReport. When I use EmptyBand to fill free space on the bottom of a page with additional empty data rows and EmptyBand is on page, so it works without errors. Whem I move EmptyBand (HeaderBand, DataBand and FooterBand) on a Panel or SubReport, EmtpyBand does not work (EmptyBand does not repeat). I use Stimulsoft Report.Web version 2014.1.1807.0.

It's impossible to use Empty Band on the Panel and the Sub-Report.
