repeading group header issues

I have a few groupings going on in my report and I am running into the following issues.

1) I want the group header to appear on every page so I set the Print on All Pages to True, but when there is a word wrapped item that continues onto the next page, then the group header repeats for the previous page data, but for the next set of data, then for the next data the header is filled in. I want the header to be coming in for each set of data, whether its repeating(because of the data from the previous page) or not.
2) Another issue that I am noticing is that the I have another group header that is above the one I mentioned in #1, this one I also set the Print on All Pages to True, but for some reason the group hearer is only showing up on the first page.
