Using Stimulsoft Installer to install weekly Patch
How do you use the Stimulsoft Installer to install the weekly patches? When I run the installer for 2014.02.07 I only see the '2013.2.1700.0__ebe6666cba19647a' entry in the 'C:\Windows\Assembly\GAC_MSIL\Stimulsoft.Base'.

We have reproduced the issue with installer in some Windows version.
Could you specify your issue more detailed?
Which version of Windows do you use?
Which version of .Net Framework is installed on your system.

When navigating to C:\Windows\Assembly\GAC_MSIL and look at Stimulsoft assemblies the version name is 2013.2.1700.0_xxx. After downloading and patch 2014.02.07 and running the installer I do not not see the new version in the gac.

Hello.
While you use .Net Framework 4.0 the Installer is run under this version of .Net Framework and installs the assemblies in the CRL 4.0 GAC.
You will not see Stimulsoft assemblies from projects created for previous .Net versions.
You could get more information from the Understanding The CLR Binder of the MSDN Magazine.

Hello.
The another issue that you could have is that you should run Installer.exe as Administrator.
Then assemblies will be installed in the CLR v2 GAC and you will see them in C:\Windows\Assembly\ folder.
