Creating a new report doesn't reset the dictionary

When I create a new report after opening an existing report, the designer is new but the dictionary still has entries from the previous report.

Workaround is to close and reopen the designer

When I create a new report after opening an existing report, the designer is new but the dictionary still has entries from the previous report.

The dictionary shouldn't be cleared after creating a new report.
If you need to clear Dictionary, use New Dictionary menu item.
