Problem with page break in report

I'm trying to create a report with 4 levels of data.

Here are the 4 levels as I want them displayed:

Products (all the products in the following category)

Categories
---- Products
-------- Order Details

In order to get the child data (the first set of products) to show before the parent data (the category), I am forced to put it into a panel in the category data band. The problem I have is that the getting the page break after the products before the category.

I attached a report that I can show along with an application that renders it. The report is in the bin folder in the enclosed zip file.
