Let Panel not grow beyond page height

I would like to have two panels containg text. The first panel should grow/shrink with the text size. The second panel should be positioned directly below the first panel. But if the text of the second panel can't fit, it should be trimmed.

Unfortunately the second panel always grows beyond the page height. How can I fix this?

I've attached a sample. (Tested with Reports.Net 2015.01.09)

So the "trick" is to have a fixed panel at the bottom, which kinda "limits" the panel above?

The panel on the bottom is over the second panel.
Then the last panel grows, it's not visible.
