How to manage two row in databand

in the example attached, Row2 and Row3 don't disappear (2 blank lines remain).
How can I do?

Hello.

Please, set the Shift Mode of Panel2 and Panel 3 to Increasing Size, Decreasing Size too.
The Can Shrink property of the panels works but they don't move up and the text components stops of the first one.
