Regarding print if empty and report title

Hi

I am having an issue with print if empty. I have a report title band with two text boxes each deriving data from a column in datasource and both the text boxes can be disabled in case the columns have no value. I just wanted to hide the report title in case both text boxes are empty but the report title fail to print even if both the text boxes have valid data.

What can be the reason ?
