Summary is printing when Data band has no rows

Hello,
if data band has no rows, PageHeader is not printing but summary is printing... Why summary has't the same logic?

A ReportTitle band and ReportSummary band will always print unless you set the property 'Print If Empty' to false.
If your databand has no rows, then they will also not print when this property is false.
