ShiftMode on SubReport band

Hello,
why is on SubReport band ShiftMode property, when it is not working.
I have next situation:

... in case, when addrep3 has no data, subreport decreases its height to zero and all next content goes up....

.... and ShiftMode is not working.

Please, try to put all components on a Data Band.

Do you need Decreasing Size Shift Mode?
