Grouping and Sorting Issue

I'm trying to run two databands on a single report and then duplicate that report several times for Several jobs. When I run the attached .mrt the first databand prints as expected and the second runs at the bottom of the entire report for all jobs rather than pairing them with their respective jobs.

If that makes sense, does anyone know what I'm doing wrong?
