Problem with empty querry results

One small problem:
In my report I have not a query that provides data sometimes, sometimes.
Whenever the query is empty, no tapes are issued. But since I have a fixed table of contents, an empty table just has to be spent.

The data tables are empty, the entire group will not be issued.
How can I achieve that the group is spent anyway?
