Question regarding license agreement

I was asked to look into StimulReports, to see if it would work for the company I work for. I have a quick question. The company I work for has only two developers. Our plan was to have one of those developers creating the reports and the reporting process(embedding the Report Viewer/End User Designer into the application, etc.). The other developer will be working exclusively on functionality that is not report related.
We also have a test box, that it may be possible, although unlikely that we may need to create reports using that machine. Also, it is possible for our end users and maybe a technical support person to create reports using the End User Designer, that depends on the customers needs.

My question is: How many licenses would we need to purchase in order to comply with the license agreement for our situation?

Currently we use ActiveReports. We constantly have problems with the developer who doesn't create reports, when he runs the reports - he gets the unlicensed message, even though he doesn't make/alter any of the reports.

You need Single Developer License because only one man will be work with our product as developer.
