right to left and windows8

all my reports and objects are right to left
in windows xp and 7 works fine and show arabic digits
but in windows 8 does not work and digits are not arabic

i attached 2 picture
first is windows 7 and the text is right to left and shows arabic digits correctly.
second is windows 8 ,text is right to left ,but only location is changed and digits not changed.
