Position of Horizontal Line

When I try to move a Horizontal Line forward od backward, the position of the line does now change (e.g 9.5 does not become 9.4). It that the normal behavior?

Did you meant Ctrl+"arrow key" in the inherited report?

No, right-clicking on the line, choosing order and then any of the items.

With a text box, it works.

The horizontal line primitive belongs to the container which is situated on the top of others. So this control couldn't be moved down to the control which is placed underneath the topmost one.

The behavior of this control is couldn't be changed because of a very difficult realization of its behavior.
